The end product includes approximately 10,480 square miles of high-resolution aerial photography covering the counties of Bastrop, Blanco, Burnet, Caldwell, Fayette, Hays, Lee, Llano, Travis, and Williamson composing the council. The 2008 imagery will be utilized for utility planning, emergency services, transportation, environmental monitoring, and hydrological development.

Known as a prominent growth area in the United States, the Austin metropolitan area is collected by Aerials Express on an annual basis to maintain accurate imagery of its changing landscape. However, to meet the goals of the CAPCOG project, AEX had to expand its standard coverage area by nearly 7,000 square miles. This collect along with the contiguous San Antonio metropolitan area created one of the largest single collects ever accomplished from AEX at nearly 14,000 square miles of coverage area.

Regardless of the massive nature of the project Sean Moran, Regional Planning Director was impressed by the prompt release schedule. “Our members really appreciated the quality and timeliness of the product”
stated Moran. CAPCOG is accustomed to waiting nearly a year for similar projects. In contrast Aerials Express delivered this project in a few months. “Our extensive experience and investment in the latest processing technologies have allowed us to maintain this sort of aggressive release schedule” explained AEX Production Director, Bradley Mattison.

Aerials Express is known for flying North American metropolitan areas on a spec basis allowing customers to purchase aerial imagery as an off-the-shelf product instead of through a customized RFP. CAPCOG was surprised to find that Aerials Express also offered this arrangement for public domain applications through government agencies. This cost-effective model was a “critical variable in going with Aerials Express” offered Moran.

The new digital aerial camera and plane brings with it a significant increase to the company’s image collection capabilities.

Aerials Express Founder and President, Jerry Landis explains the importance of the company’s new acquisition.

“As with most databases, aerial imagery diminishes in value with age. Rapidly changing geography due to population growth, land development and even natural disasters make aerial images of most urban areas obsolete within 12 months. We built our business on providing our clients with regularly updated high quality imagery. Purchasing the new plane and camera allows us to set a new standard for regular flights over U.S. metros.”

Centrally located in Nashville, Tennessee, the Cessna 421 is within 4 hours of every US city east of Denver. The 421 is equipped with extended range tanks giving the crew the flexibility to confirm clear air conditions over an area of interest in the morning and be collecting imagery by the time the sun reaches the optimum elevation a few hours later.

“We are committed to investing in innovative technology to meet our client’s needs,” states CEO Bill Landis. “Unlike a film camera, the ADS40 scans the ground below creating a single image file that covers an area 3 miles wide and 70 miles long. The ADS40 was a natural choice for us with its wide range of capabilities.”

The ADS40 collects true color and infrared imagery along with digital elevation data in a single pass. Aerials Express will collect imagery for its national library at 1.5 foot to 6 inch resolutions with the new platform. Designed to capture data directly to digital format, the new aircraft and camera are expected to more than double the number of square miles photographed by the company during a single year while significantly enhancing the final product’s spatial accuracy and resolution. Additionally, the company will continue to maintain its film processing capabilities to maximize the amount of imagery it collects each year.

“The majority of what we collect will come from our 421,” states Landis. “However, supplementing our plane’s collection with traditional photographic methods will increase the amount of imagery we can supply to our national clients and achieving our goal of flying “Every City, Every Year’.”

outside their cars as they scope out sites for new supermarkets or
shopping malls.

The advantage in this, said Aerials Express chief operating officer Bill Landis, is that
a client can see whether the surrounding neighborhoods are full of homes or cotton
fields — or just how close the competition is to the proposed site.

"In retail, location is everything," he said. "That’s why brokers fly clients around in
helicopters to see an area."
With Mobile Aerial Solutions, the Tempe-based company’s new product, clients can
see as much or more from ground level.

Landis and his father, Jerry, who founded his first aerial photography company,
Landiscor, in 1958, have teamed up to merge aerial photography with global
positioning system technology to provide a car-based electronic mapping system
with real scenery. GPS is a satellite-based method of tracking a moving object.
With Mobile Aerial Solutions, as you drive through town and zoom in, the images are
so detailed you can see speed bumps in the road before you drive over them. Zoom
out and see the scenery for a couple of blocks in any direction, or check out a radius
of a mile or two — the potential draw for a supermarket, for example. Or see a site’s
perspective within an entire metropolitan area.

While GPS can track a motorist’s trip on a traditional map, a retailer such as
Safeway or Bashas’ might like to be sure a route is filled with homes and not alfalfa
fields.

When mall builder Westcor tries to sell department stores on a potential location,
showing a five-mile radius packed with tens of thousands of homes could be a huge
plus.

Here’s how the system works: Clients contract for GPS — the feature is standard in
many luxury vehicles. Aerial Express provides a DVD full of hundreds of detailed
photos of an area, plus overl ays including such things as roads, parcel boundaries
and the names of anchor tenants in shopping centers, and the software to —
figuratively — slip the maps under the GPS tracking grid.
Periodically, the company rephotographs a metropolitan area — Bill Landis said it
takes about 800 to cover Los Angeles, for example. For an area that changes as
rapidly as the Valley, new photos are taken about every year, he said.

A staff of about 30 keeps the overlay information current for about 111 metropolitan
areas around the country, Jerry Landis said.

Fifteen years ago, when he sold Landiscor, it took about twice the number of
employees to make individual maps for about six metro areas, he said. "Now about
95 percent of what we sell is electronic, only about 5 percent paper."

Some government agencies have systems similar to Mobile Aerial Solutions, he
said. Many of them use Aerials Express photographs as the basis of their system.
But Aerials Express is the only private U.S. company that has designed such a
service for commercial customers, he said.

He said the most likely clients are those who already pay $5,000 to $6,000 for
Aerials Express maps. To tie the maps into a company car’s GPS will cost a client
about $1,000, he said.
The product is so new that Aerials Express hasn’t decided yet how to price it for new
customers, he said.

He estimates he could sell the system to about 1 million commercial users, including
retailers, developers, engineers and utility companies. He even sees a market
among fire or police departments that don’t have as sophisticated a system.

Aerials Express Exceeds 100 MSAs Shot in the Last 18 Months

Tempe, AZ USA – Aerials Express LLC, the leader in the production and distribution of seamless digital aerial imagery products and solutions, has surpassed its goal of photographing 100 Market Statistical Areas (MSA’s) in an 18 month period. Between January 2003 and May 2004, Aerials Express has photographed 111 MSAs that include 4,209 Incorporated Places / Census Designated Places (CDP’s).

"Many of our clients are in the real estate industry," states Bill Landis, Chief Operating Officer for Aerials Express. "Real estate professionals assume high quality color imagery from their aerial vendors, but they demand that aerials be current. If their building is not on the photo, they won’t use it. Our strategy from the beginning has been to maintain the most aggressive flying schedule in the industry."

All of the imagery is high-resolution color photography that has been ortho-rectified to make it geographically accurate. The imagery may be used with any advanced desktop mapping software or with AEView 4, free desktop mapping software provided by Aerials Express. AEView4 enables the user to perform many of the most common GIS functions including search by address or intersection and adding custom decoration including text, point symbols, lines and polygons. AEView also includes street centerline, landmark files, elevation contours and FEMA flood plain data, complementing the underlying photography.

Market Statistical Areas (MSA’s) - The United States Office of Management and Budget (OMB) defines MSAs according to published standards that are applied to Census Bureau data. The general concept of a MSA is that of a core area containing a substantial population nucleus, together with adjacent communities having a high degree of economic and social integration with that core.

Incorporated Places - Entities incorporated under the laws of each State. In Michigan, places are treated as parts of townships.

Census Designated Places (CDP's) - These entities are designed to recognize significant population concentrations that are not located in incorporated places, but have characteristics similar to such places, including community identity, high population density, and commercial development

Tempe, AZ March 31, 2004 – Bill Landis has assumed the roll of Chief Operating Officer of Aerials Express, the Tempe based national aerial photography firm started by his father Jerry Landis. Bill made the move from CB Richard Ellis, a leading global commercial real estate firm where he spearheaded the company’s cartographic efforts as the Director of Mapping Services.

The junior Landis now 39, spent the last six years building the CB Richard Ellis Mapping Center from the ground up. Landis’ philosophy at the real estate giant was that centralizing mapping resources for the company’s 3,000 brokers would provide higher quality services, simplify management and be more cost effective than placing local cartographers in the company’s 130 US locations. “The Mapping Center is a unique facility in commercial real estate,” states Landis. “CB Richard Ellis’ culture of innovation and encouragement of entrepreneurial ideas provided fertile ground to create a premier real estate mapping facility.” The resulting increases in efficiency allowed the Mapping Center to develop new tools for the company’s staff. One example of the CB Richard Ellis’ industry leading advancements under Landis’ leadership is FastMap. FastMap developed by the CBRE cartographic team is a basic online map builder that allows any CB Richard Ellis employee to create presentation quality maps and aerials in just a few minutes with practically no training. Aerials Express’ imagery was an important component to the application’s success according to Landis. Producing 4,000 maps per month, FastMap revolutionized the way CB Richard Ellis markets properties to its clients and gains listings from sellers.

Jerry Landis, founder of Aerials Express and aerial photography pioneer since 1958, saw the acquisition of his son’s services as, “a way to bring the technology, data, and information aerial photography provides to the forefront of other industries.” He added, “I’ve watched aerial photography revolutionize the commercial real estate industry over my entire career here in Phoenix. CB Richard Ellis was the first to take full advantage of my latest medium.” By medium he is referring to a nationwide, digital, ortho-rectified image library, bundled with street, parcel and point of interest data for over 85 major U.S. cities, acquired and re-shot between late 1999 and today by Aerials Express. “We’ve had our eye on Bill for a long time, though I suspect he had his eye on us some too. He’s really a guru when it comes to mapping and GIS [Geographic Information Systems]. The fact he was willing to leave a very successful career with CB Richard Ellis speaks volumes about what we do.”

“Leaving CB Richard Ellis was a difficult decision, however I am very pleased to join Aerials Express,” continues Bill Landis. “Aerials Express is really the only place to go if you want current, inexpensive vertical aerial imagery. Commercial brokers were really the first bunch that figured out how to use the perspective provided by aerial photography to drive their sales and marketing efforts. I look forward to bringing that experience to other industries. I foresee a day when people at the consumer level will use aerial photography with their portable devices as a way to see over the horizon. My mission is to be sure that they get the message as the technology advances.”
